In April 2022, soon after Russia invaded Ukraine, two men arrived at the library of the University of Tartu, Estonia’s second-largest city. They told the librarians they were Ukrainians fleeing war and asked to consult 19th-century first editions of works by Alexander Pushkin, Russia’s national poet, and Nikolai Gogol. Police are now investigating what they believe is a vast, coordinated series of thefts of rare 19th-century Russian books — primarily first and early editions of Pushkin — from libraries across Europe. Since 2022, more than 170 books valued at more than $2.6 million, according to Europol, have vanished from the National Library of Latvia in Riga, Vilnius University Library, the State Library of Berlin, the Bavarian State Library in Munich, the National Library of Finland in Helsinki, the National Library of France, university libraries in Paris, Lyon and Geneva, and from the Czech Republic. The University of Warsaw library was hardest hit, with 78 books gone.

The suspect, also aged 12, has been apprehended and is in custody, police said. The incident took place at Viertola primary school in the city of Vantaa, about 18 kilometers (11 miles) north of Helsinki. The school has about 800 students between 1st and 9th grade, Finnish public broadcaster YLE said. This is a developing story and will be updated.

A young student fatally shot a 12-year-old and wounded two others at a school in Finland on Tuesday, the police said, a rare act of violence by a child in a country that changed its gun laws after earlier school shootings but where gun ownership remains widespread. The police said they had arrested a suspect, also 12 years old, who had a handgun, about an hour after arriving at the Viertola school, in the city of Vantaa, about 10 miles north of Helsinki. “The shooting incident in Vantaa is deeply distressing,” Prime Minister Petteri Orpo said on X.Finland tightened its gun laws after two school shootings, in 2007 and 2008, in which 20 people died, including the perpetrators. The White House reportedly plans to follow tradition and authorize national security briefings for Trump after he officially becomes his party’s nominee at the Republican National Convention in July. Serious financial need is a top reason for denial of clearances for federal government positions requiring access to classified national security information, due to vulnerability to bribery or coercion. Given the risks posed by Trump’s access to national security intelligence, we must ask whether Biden’s asymmetrical belief in sticking to political norms is an Achilles heel. In opting to provide intelligence briefings to candidate Trump, they are likely to impose conditions on the briefings for security reasons. In granting intelligence briefings to his rival, he clearly reasoned that preserving a nonpartisan tradition was the wisest decision at this difficult moment in the nation’s history.
